ANNOUNCEMENT ON THE DECISION TO SUSPEND THE REQUIREMENT TO PROCESS THROUGH THE U-ETDS SYSTEM AT LEAST 2 HOURS PRIOR TO FLIGHTS DEPARTING FROM THE AIRPORT
Dear Members,
TÜRSAB has filed a lawsuit seeking a stay of enforcement to overturn the provision in Article 4 of the Regulation Amending the Road Transport Regulation, published in the Official Gazette No. 33034 dated October 1, 2025, which states: “the requirement to enter data into the U-ETDS system at least 2 hours prior to flights departing from the airport.”
In the proceedings conducted by the 8th Chamber of the Council of State under Case No. 2025/5788, our claims were deemed valid, and our REQUEST FOR A STAY OF EXECUTION regarding the administrative action in question has been GRANTED.
As a result of this decision, until a contrary decision is issued, the requirement to enter data into the U-ETDS system at least 2 hours prior to flights departing from the airport has been lifted, and it will now be sufficient to enter the information into the U-ETDS system at least 1 hour prior to departure.
The aforementioned Council of State decision is shared in Annex - 1.
