WHAT IS A TÜRSAB QR CODE LICENSE PLATE?
The TÜRSAB QR code license plate is a document defined as a “TÜRSAB Vehicle License Plate” in Articles 40 and 41 of the Travel Agencies Regulation and is a “document that must be kept in vehicles”. This document, which is mandatory for tourist transport vehicles, is referred to as the “TÜRSAB QR Code Plate.”
WHY IS THE TÜRSAB QR CODE PLATE NECESSARY?
The “TÜRSAB QR Code Plate” is a document that must be kept in the vehicles of travel agencies providing package tours, tours, and transfer services, and this plate must be present in the vehicle providing the service for each package tour, tour, and transfer activity organized.
The TÜRSAB QR Code Plate is a “mandatory document” in accordance with Articles 40 and 41 of the Travel Agencies Regulation.
HOW TO OBTAIN A TÜRSAB QR CODE PLATE?
Applications for a “TÜRSAB QR Code Plate” can be made by travel agencies through the TÜRSAB ONLINE system, accessible at https://www.tursab.org.tr. Agencies without a TÜRSAB Online login password can create an online password. Travel agencies cannot apply from any other location. Applications will not be completed without payment. Furthermore, even if payment has been made, applications from travel agencies that do not meet the criteria for obtaining a “TÜRSAB QR Code Plate” will be canceled, and their applications will be rejected with a refund of the fee they have paid. For security reasons, the plates will be sent to you disabled for use via the online system. To activate the plates from the online system, you need to go to the “plate status update” chapter from the menu.
HOW MANY TÜRSAB QR CODE PLATES CAN BE OBTAINED?
Travel agencies can request license plates according to their needs for road transport activities. The number of license plates that can be obtained is defined in applications made through TÜRSAB ONLINE. For license plate requests exceeding the defined capacity, the number of license plates that can be obtained will be determined after an evaluation by the License Plate Department and the License Plate Commission.
IN WHAT CIRCUMSTANCES CAN A TÜRSAB QR CODE PLATE NOT BE OBTAINED?
If the travel agency has an open case with the Disciplinary Board, license plate applications cannot be made and new license plates will not be issued until the disciplinary case is closed. If an investigation is opened in the Disciplinary Board regarding the travel agency for document rental activities, the travel agency's new license plate applications will be put on hold until the Disciplinary Board's investigation is completed, and new license plates will not be printed. Unless otherwise decided, operations may continue with the existing license plates.
HOW SHOULD TÜRSAB QR CODE PLATES BE USED?
TÜRSAB QR Code Plates must be activated by entering the serial number of the plate used on the TÜRSAB Online page (https://online.tursab.org.tr/signin/) before the start of the package tour, tour, or transfer service. At the end of the package tour, tour, or transfer date, you can deactivate the license plate to prevent others from using it in your name. If you do not activate your license plate when you are not using it or cannot use it, or if you do not activate it as “Lost/Stolen” when you lose it, the license plate on the vehicle will be considered yours and the transaction will be made on behalf of your travel agency. WHAT IS THE TÜRSAB LICENSE PLATE STAMP AND HOW SHOULD IT BE USED?
The security band on TÜRSAB QR Code License Plates that shows the calendar year is called the LICENSE PLATE STAMP. The License Plate Stamp will be affixed to the designated area on the license plate under the QR code.
License plate stamps valid for 2026 will be sent to our Travel Agencies that have a license plate in 2024 or 2025 and have applied for a license plate stamp. Our travel agencies will start using their license plates on the condition that they affix the license plate stamps to the relevant area.
Travel agencies obtaining new license plates in 2026 will receive them with the license plate sticker already affixed.
TÜRSAB QR CODE LICENSE PLATE AND LICENSE PLATE STAMP APPLICATION DATE
2026 LICENSE PLATE AND LICENSE PLATE STAMP APPLICATIONS WILL BE ACCEPTED VIA THE TÜRSAB ONLINE SYSTEM STARTING JANUARY 5, 2026.
WHAT ARE THE PRICES AND VALIDITY DATES OF TÜRSAB QR CODE PLATES?
TÜRSAB QR code plates cost 2,000 TL and are valid for 1 year. The plates purchased are valid until December 31, 2026.
Travel agencies purchasing new plates will pay 2,400 TL (Plate + Plate Stamp) until January 31, 2026, and 3,600 TL (Plate + Plate Stamp) after January 31, 2026.
Travel agencies with a 2024-2025 license plate will pay 400 TL (license plate stamp only) until January 31, 2026, and 600 TL (license plate stamp only) after January 31, 2026.
WHAT ARE THE TÜRSAB LICENSE PLATE STAMP PRICES AND VALIDITY DATES?
Each License Plate Stamp costs 400 TL and is valid for 1 year. The License Plate Stamp purchased is valid until December 31, 2026.
CAN I GET A PLATE IF I HAVE DUES OUTSTANDING?
Under the provision of the Travel Agencies Association Regulation published in the Official Gazette No. 30440, Article 15, Paragraph 3, “travel agencies with outstanding dues shall have their rights to benefit from the general services provided by the Association to its members suspended.” Travel agencies wishing to obtain a TÜRSAB QR Code Vehicle License Plate must not have any membership fee debts.
- If the travel agency applying for a license plate has membership fee debts for 2024 and earlier years, the license plate request will be fulfilled for a fee of 1 plate, regardless of the number of plates requested.
- If the travel agency applying for the plate has membership dues owed for 2025, the plate request will be fulfilled at a cost of 3 plates, regardless of the number of plates requested.
- If the travel agency requesting the license plate has obtained its license plate through restructuring and subsequently failed to comply with the restructuring rules, it will not be able to purchase a license plate in 2026 without paying the entire restructuring debt and the 2025 membership fee by credit card or cash.
WHAT IS A CAPACITY REPORT? WHY IS IT REQUIRED?
A capacity report is a report that defines the number of passengers carried by an agency and the work it has done. It is required to determine the competitive conditions in the market for travel agencies and to ensure the restriction process to prevent excess license plate circulation.
CAPACITY REPORT: Tax return for 2024 or provisional tax return for the third quarter of 2025
D2 (if available): Barcoded document to be obtained from the D2, E-Government, Ministry of Transport, Vehicle Certificate Inquiry (Legal Entity) screen. If D2 is a sole proprietorship, the barcoded document to be obtained from the Vehicle Certificate Inquiry (Natural Person) screen.
SGK Service Summary: SGK- E-Declaration / After entering the approved documents, the barcoded document obtained from the “S. Service” section under the documents section
Letter Describing Your Work: A letter describing the work capacity of the contracted hotel, agency, hospital, company, etc. (It is recommended that the phone numbers or email addresses of the persons to be contacted for confirmation be included in this letter. (Providing personal information and contact details is not mandatory.)
Websites Belonging to Your Travel Agency (if any): MUST BE REGISTERED WITH TÜRSAB.

NO TEMPORARY LETTER WILL BE ISSUED
Following the applications of travel agencies, a temporary letter will not be prepared to allow them to continue their activities until the license plate is delivered. Therefore, it is important that travel agencies apply for license plates in accordance with this matter and keep a “TÜRSAB QR Code Vehicle License Plate” in their vehicles for all kinds of organizations.
WHAT SHOULD BE DONE IF A TÜRSAB QR CODE LICENSE PLATE IS LOST OR STOLEN?
The license plate code must be entered in the “UPDATE LICENSE PLATE STATUS” chapter of the TÜRSAB Online system, and the license plate status must be marked as ‘Lost’ or ‘Stolen’ and deactivated. It should be noted that travel agencies that do not deactivate their plates will be held responsible for any use of the plates on different vehicles or for illegal tours.
WHAT CAN WE DO WITH OLD TÜRSAB QR CODE PLATES?
Old TÜRSAB plates will be taken back for a fee of 500 TL, including VAT. The refund procedure will be as follows.
Old license plates will be delivered by travel agencies to the TÜRSAB Headquarters by courier or in person. Courier shipments can be made free of charge from domestic courier branches using the TÜRSAB account number 497 318 523. You must provide the contract number when handing over your plates to Yurtiçi Kargo. If a different courier or shipping service is used, payments must be made by the travel agency.
The shipment must include a document stating the total number of plates and the total price including VAT of 500 TL, along with an invoice made out to the following address with the description “Plate recycling fee”. Invoices that do not include “Plate recycling fee” in the description will not be accepted.
The invoice issued will be used for the next plate purchase and will not be applied to any other service or debt. Returned plates will only be accepted in exchange for an invoice issued by the company that owns the travel agency to which they are assigned.
