IMPORTANT ANNOUNCEMENT ON AMENDMENTS TO THE REGULATION ON HEALTH TOURISM

With the entry into force of the “Regulation on International Health Tourism and Tourist Health” published in the Official Gazette dated April 26, 2025 and numbered 32882, the “Regulation on International Health Tourism and Tourist Health” published in the Official Gazette dated 13/7/2017 and numbered 30123 was repealed.

In this context, the definition of an intermediary organization has been changed with the Regulation that has entered into force, and the obligation for the intermediary organization to be a travel agency has been eliminated.

Without prejudice to our objections and judicial rights on other issues related to the amendment of the Regulation, we have requested from USHAŞ and the Ministry of Health to change the definition of intermediary organization in subparagraph (a) of paragraph 1 of article 4 of the Regulation, which eliminates the provision of “having a group A travel agency business certificate”, which is a prerequisite for obtaining a health tourism intermediary organization authorization certificate, and to rearrange the prerequisite of being a travel agency and to remove subparagraph (a) of paragraph 2 of article 6, which will therefore be irrelevant, from the text of the regulation, In the meetings held, work has been initiated on the realization of the necessary regulation in this regard. Otherwise, our Association will exercise its right and authority to file an annulment lawsuit on the entire Regulation.
