ANNOUNCEMENT ON AMENDMENTS TO THE REGULATION ON BUSINESS ESTABLISHMENT AND OPERATION PERMITS

Dear Members,

According to the amendment to the Regulation on Workplace Opening and Operation Licenses, which entered into force upon its publication in the Official Gazette No. 33133 dated January 10, 2026, the following temporary article has been added to the new regulation.

"Provisional Article 9- Accommodation facilities that are required to obtain a fire department report under this Regulation are subject to inspection. Businesses that have been granted a period of time to remedy deficiencies that require time to procure materials are included in this scope. These businesses are inspected by the competent authorities. As a result of these inspections, a fire department report demonstrating compliance with the Regulation on Fire Protection of Buildings must be presented. If this cannot be presented, these workplaces will be immediately suspended from operation until May 31, 2026, under the scope of Additional Article 3. The period granted under this article is used for manufacturing and renovations to be carried out within the structure to remedy any non-compliance or deficiencies for the preparation of the fire department report, and operation is not permitted during this period. At the end of the period, workplaces that fail to submit a fire department report will have their workplace opening and operating license revoked and will be closed.

In this context, for accommodation services offered to consumers as a travel agency, it is necessary to pay attention to the following points in your accommodation reservations, as you, as a travel agency, are legally responsible for any deficiencies or defects related to the accommodation facility. Therefore;

- It is critically important to monitor the compliance processes of the accommodation facilities for which you provide reservations with the provisions of the legislation.
- As a result of inspections carried out under the Regulation on Fire Protection of Buildings, accommodation facilities that cannot submit a fire department report are at risk of being immediately suspended from operation.
- Accommodation facilities that cannot submit a fire department report by May 31, 2026, will have their business opening and operating licenses revoked and will be closed,
