ANNOUNCEMENT ON INTERNATIONAL EDUCATION CONSULTING AND EXAM SERVICES
Dear Members,
In accordance with the “Procedures and Principles Regarding Organizations Providing Overseas Education Consulting and Examination Services” prepared and enacted by the Ministry of National Education, matters related to the conduct of activities in this field have been regulated.
This regulation covers all individuals and legal entities providing counseling and foreign language proficiency testing services to students going abroad or to students coming from abroad to pursue secondary education in Turkiye. In this context, the important points that our members should pay attention to are summarized below:
- Application and Permit Requirement: Organizations that will provide these services must apply to the Governor's Office with the documents specified in the Procedures and Principles text in the Appendix. If the Governor's Office approves the application, the application documents are sent to the Ministry of National Education. If the application is deemed appropriate by the Ministry, the information about the applicant organization is published on the website of the General Directorate of Private Education Institutions and added to the MEBBIS Private Education Institutions Module.
- Penalties for Unauthorized Activities: If it is determined that an institution is conducting educational and training activities other than those specified in the Procedures and Principles document, an administrative fine of 20 times the gross minimum wage will be imposed on the institution, and the institution will be closed by the Governor's Office.
- Employment Requirements: At least one member of the institution's staff must have scored between 60 -69, or has a certificate proving that they have at least a C level of foreign language proficiency according to the Guidelines for Determining the Equivalence of Foreign Language Exams prepared by ÖSYM and the Foreign Language Exam Equivalence Table.
- Advertisements that the Institution May Place: The institution may only place advertisements and announcements that are promotional in nature and in line with its objectives. The institution may not use students' names, pictures, or academic performance information in its advertisements and announcements, nor may it place advertisements and announcements on television.
We would like to emphasize that members applying for the relevant activity must carefully review the text “Procedures and Principles Regarding Organizations Providing Overseas Education Consultancy and Examination Services” in Annex - 1 and submit their applications in accordance with the relevant Procedures and Principles.
