ANNOUNCEMENT ON THE STAY OF EXECUTION IN THE LAWSUIT FILED BY OUR ASSOCIATION AGAINST THE INTERMINORITY BOARD'S ACTION SETTING A GUARANTEE OF SAR 1,000,000

Dear Members,

As you know, our Association has filed a lawsuit seeking a stay of execution for the 2025-2026 Agency Umrah Specifications issued by the Inter-Ministerial Board, which requires travel agencies to provide a guarantee letter equivalent to SAR 1,000,000.00 (Saudi Arabian Riyals) or an equivalent amount of foreign currency. This regulation requires travel agencies to provide a guarantee letter equal to the difference if the guarantee of 50% of the fee charged to each Umrah pilgrim does not meet the SAR 1,000,000.00 (Saudi Arabian Riyals) requirement, and for the annulment of the exorbitant amount of the guarantee provision.

In the trial conducted by the Council of State's 10th Chamber on file number 2025/2370, our requests were deemed justified, and OUR REQUEST FOR A STAY OF EXECUTION REGARDING THE ADMINISTRATIVE ACTION IN QUESTION WAS GRANTED.

With this decision, UNTIL DECISION OTHERWISE MADE BY THE PRESIDENCY OF RELIGIOUS AFFAIRS, ANY GUARANTEE SUBJECT TO CANCELLATION CANNOT BE REQUESTED FROM TRAVEL AGENTS.
